Default Fuel Injection Air (FIA) Control Valve

I have a 00 civic dx. I pulled the y7 out and swapped a d15 in. I have ran all my vacuums and coolant hoses, But I have this thing I never seen before left over. Not sure what it was I just looped a hose from one side to the other side



After looking through my helms I have came to the conclusion that it is the Fuel Injection Air (FIA) Control Valve. What the hell is this? The helms says to run a hose from the intake tube into one side on this and out the other into the furl rail. I have no clue where on the fuel rail it goes, or even if I have this all mixed up.

Anyone can offer any insight on this Fuel Injection Air (FIA) Control Valve

also to add I am gonna run a step down to a p28, so do I even need this??
