For DX/LX they should be, not too sure about the EX. If the EX shares the same struts/shocks as the Si then no.
The 99-00 Si forks will be labeled "JL (left)" and "JR (right)".

The front shock forks are the same between 96-00 ex, lx, dx, cx.... 99-00 si have bigger (wider) shock forks and different (bigger-beefier) front lca's and sway bar.
