Front licence plate mounting for 2003 Civic

Front licence plate mounting for 2003 Civic
Hello all,
I just moved from a non-front licence plate province (Quebec) to a front-plate province (BC).
My 2003 Civic has no holes in the front bumper with which to mount the plate and I don't see any place either above or below the bumper that a bracket would be attached to.
The screws which came with the licence plate bracket (which came with my car) look like wood screws and the plastic of the bumper is rather thick so I imagine that the screws would grip the plastic well. Should I just go ahead and drill holes in the bumper or is there something I'm missing?
