Default free revs at an idle

I know alot of ppl first response is gonna be search the forum. well I did that already and everything I found was everyone saying to change the iacv I already did that and no change I also checked for vacuum leaks and didn't find any. so if anyone could please give me some suggestions on what to do next I'd really appreciate it I don't need any bashing so if you're not trying to help them don't comment. I have a stock d15b7 manual transmission

What is your Year/Model?

Code 19 has something to do with the Torque Converter or a shift solenoid if I remember correctly... was this car swapped to a manual?

Code 15 is an issue with your Ignition Control Module

Reset ECU to see whether code 15 returns.

Clean the FITV and get the correct ECU.
