I know JDM foglight wiring harness's are different and only allow you to turn them on with parking lights,etc but do not know about the switch's..
Bump for you.

I got a set of Depo fogs for Christmas and the switch lights up Amber. Its kind of a cheap switch but I've never seen the OEM one in person so I cannot compare the quality...but it doesnt fit as tight as I expected it to.
But I'm not saying you're wrong...because there may be different generations of the switches...but my depo switch does indeed glow amber when powered on.

I'm not sure if you're talking 6th gen or 5th gen ...
but here's the 6th gen differences:
1) JDM switch is black, whereas the USDM/CDM switch can be lt grey, taupe, or dk grey (discontinued).
2) JDM switch has a neo-wedge bulb with an amber condom, whereas the USDM/CDM switch has a green condom.
I don't know why people brought up the depo switch .... that's not OEM or JDM.

It matters as to what is going to plug into it.
Still haven't determined what year his car is (I love how people leave out that oh-so-crucial info).
96-00 fogs have three different connectors:
DEPO = 6-pin plug
Esuse = 4-pin plug
OEM/JDM = 8-pin plug
