Default Finished Swap, Car Won't Start

I just finished putting a OBD-I JDM b16 in a 92 vx and the car won't start. I am getting codes 22 and 41. I get fuel but no spark. I tested the coil and igniter and both were good. All grounds look good. Any help would be appreciated.

22 VTEC pressure valve
41 Primary oxygen sensor heater

Well, double check all your grounds, are the spark plug wires still good? are your spark plugs bad? Have you checked the cap or rotor? What harness are you using? Are all the plugs pluged in right?

I am going to be replacing plugs and wires and the cap and rotor. I am getting power to the distributor but not to the wires. I am using the vx harness.Would either of those codes cause it not to start? Thank for your reply.

Would the distributor off of the d15z1 work on the b16?

I can't take a picture right now. I got a universal o2 to convert the 5-wire to 4-wire I just haven't wired it yet. Why would I be getting code 22? Tommorow I'm going to wire up the o2 and replace the plugs, wires, cap, and rotor. Any other suggestions and thanks for the replies.
