i currently just got a 95 civic coupe with a b18 t03/t04 turbo. the only bad thing is that there is rust on the one rear quarter pannel. Any good suggestions?

You said quarter panel... The prob is alot of ppl call the front left or right fenders quarter panels... Now, i am going to ASSUME your talking about a REAR Quarter panel, which isnt as easily replaced as on of the front fenders...
In which case, the first thing you want to do is sand off the rust, or knock out the rust, and prime the area to prevent further rusting.... The next thing i would do is search the rest of the car for potential trouble spots and address them as needed.
As for that one spot, if its a visible area, after sanding/knocking out the area, i would bondo, glaze, sand, etc, then touch up the area.if it still looked bad, and if you got the $$$$ then i would take it to a body shop, and just have them do the paint work..
The main point is, STOP the rust where it is, dont let it spread....

Re: Fender rust? (Defile)
This is the infamous rust spot on all hondas. Chances are that you will have to take it to a body shop anyways so they can weld on new metal. Sorry, I wish I had better news. I had those rust spots, fixed them a few times but it always came back.
Cheers and good luck

and paint and clear coat. It's kinda one of those "easier said than done". also if you leave one molecule of rust....you will be back at it in less than a year. Trust me, i know, I went through this twice before I paid a pro
But good luck to you.
