Well, mine was doing that on my EK too, it happened only on the interstate doing anywhere over about 75mph. I noticed that the front bumper kind of holds it in place towards the front of the fender lining, so first make sure it's installed right, I think that was my problem at first. But I eventually poked tiny holes in a couple of places and used zip ties...nobody can see them and it worked like a charm https://honda-tech.com/forums/images/smilies/emwink.gif

are you sure all the clips are there?
few on the outside lip, 1 on the inside, 1 in front, few screws in back.
Id imagine the front or the inside clips are failing.

cut some holes out of it to relieve the air pressure build up

Not unless you want to risk sucking shit up through your intake or getting mud/shit in your engine bay. Depends on where you live to

should i just get new screws?

Id get new clips first (the tab kind similar to the ones that hold the upper grill to on, but smaller)
the screws in the back dont do much but hold the bottom back.
I want to say there are 5 of them (give or take 1)
