FAILED EMISSIONS IN NOVA
i failed my emissions big time for both the 15 mph and 25 mph readings..
HC ppm was 3x the limit and CO% was almost 6x the limit...
i have a itr 01 swap with jdm headers, a cat, and everything... what's the problem? someone help!!!

sorry.. here is what i have on it
01 usdm itr 25,000
01 jdm transmission with LSD
AEM CAI
Exedy clutch/flywheel
jdm itr 2.5 header with heat shield and 2.5 cat
e.s. ovel 2.5 muffler
hondata intake gasket
kenji chipped p28
msd with msd coil
msd cap
msd wires
b&m fuel pressure regulator
VAFC
es motor mount inserts

alright, not that this is gonna help the problem at hand, but heres some infor for you.
Many people wrongly believe that emissions numbers are set in stone and that every car has to stay beneath the same numbers. WRONG. Your emmision allowance is based on what the factory says your model should be. So if you bought a LEV (which almost all recent civics are) or even worse a ULEV your emissions allowance is really low. Now you swap in an engine from a model that wasnt an LEV and even though that engine passed emissions in its original car, it may not in yours.
Also, everything you do to your engine ups your emissions, some slight, some a lot. (headers:slight, testpipe:your screwed). Even things prior to the exhaust, such as your VAFC will affect it. You up your fuel intake, your also upping your exhaust output.
One last thing could be a bad cat. Even though its there doesnt mean the honeycombs inside are still there, check that out.
All in all, IMO tune the VAFC for lower fuel and check your cat.

One more thing, if you still fail, take your engine to get barred by the ref station. If in fact the engine itself is higher emissions, once its barred your emission allowance will go up to whatever that engine's was. (I was told this by a mechanic, so if its wrong, dont flame me for it )

High HC means there is alot of unburned fuel in your exhaust. I would say that it has something to do with the un-needed fuel pressure regulator that you installed.
And maybe a little to do with the VAFC.
And maybe a little to do with the VAFC.

i did another search and i guess a kenji chipped p28 ecu will cause my fuel to run rich huH? do i just need to swap out the ecu with a stock obdII one? is that all?

that is partially true. once you get a bar label, the new emissions requirements will be set to the engine, and not the car, but a honda motor's emission will be relatively equal if it was the same or newer motor. an itr swap won't get 3x the hc and 6x the co that a civic would have.
the other thing to consider first when getting a bar label is that you cannot swap out a motor with one that would increase emissions, especially by that much.
to the original poster, when he said "define 'everything'", he meant to list every exhaust gas reading where you failed. that high of hc, and that high co means you're running VERY rich

throw a stock ECM back in there, and then go retest, you have 14 days for a free one at the same place, if not, have fun getting a waiver they arn't easy

You should just drive an hour or 2 down south and get it done. Here in Charlottesville most backyard shops will only see if your lights work and you have tread on your tires, thats it.

wow EMISSIONS is VERY differant than a VA Inspection and most southern VA countys don't require emissions

Damn that sucks for you guys. I thought emissions was just a part in getting a inspection sticker. There are places here that do emissions but I would never use them. GL with your test

two years in virginia....
and i already told him to do this and he will pass no problem, only thing is is that if he got rid of that second o2 he will fail visual inspection (if the inspector checks that and is thurough)

heck with nova, bring it down here and they don't check emmissions. Your car will pass as long as your not throwing a cel. So as long as you got good brakes, seat belts, good tires and all the lights working you'll pretty much pass.
