failed emissions
help me figure out what needs to be done to the car for it to pass
hc low 2461
hc high 3055
co low 1.51
co high 7.64
co_co2 7.45 low and 14.76 high
EDIT: sorry, it is a completely stock 93 civic 1.5 - brand new stock cat back exhaust.
I'm a potential buyer of the car. The seller took it to get it inspected and it failed emmissions, these are the scores. I was just wanting some insight on them on what I would need to do to get it to pass

Hm, check engine lights? Is your evap connected? O2 sensor functioning?

Should be explained in the paperwork. The legal limits should be displayed along side your readings to show the comparison from your run on the dyno.

lower your car. Works here in MD. I pull up, they say my cars too low, the write me a waiver thats good for two years. U don't even have to pay the fifteen dolars. I don't even get in the line anymore. I go right inside and tell them its too low. They write it off for another two years. My car isn't even that low. haha

Lol, wtF! I went into my ref appointment, and they said I was too low too. The only problem was they said "You have 3 mins to adjust your ride height, or you'll have to reschedule in like a month."

you live in California, he lives in Maryland.
2 completely different states as far as car laws

Bad Cat, Faulty O2 sensors.
since you say that you have a brand new exhaust.. those are the only reasons I can think of as to why you'd fail an emissions test.

A high flow cat passed for me, and, as you've noticed, I live in the great state of California, where you're not allowed to fart without getting a ticket for being a gross polluter.

they really said you have 3 min to adjust your ride height? I've gotten away with the lowered car deal 3 times already. Guess MD laws arent that bad after all

either the wrong ECU (or chipped with funky maps) or the O2 is about ready to die. I'd be leaning towards the latter of the two.
the lowered trick worked here in IL also, but they required an idle test.

have you pulled the plugs to see what they look like? What's the year on the wires? How's the cap and rotor look?
