f20b problems

hi i have a 92 honda hatch vx that i just put a f20b that i bought from tiger japanes i have the motor hooked up and it runs but it wont rev over 2000 rpm i have tried everything that i can think of and cant fix it is their anybody out their that can help me or knows what it could be to solve this problem
