Error code 167 on Civic LX

Error code 167 on Civic LX
Hi all,
My 94 Civic LX just died on me last Saturday and would not start.
My father and I changed the fuel filter and the spark plugs and now the car would start when adding gas.
The engine runs rough and gives off a deep rumbling sound on the intake.
The car would only run if gas is applied continously.
We got an error code 167.
Was wondering if anyone has experienced this problem also.
Some troubleshooting guide would also be appreciated.
we also tried replacing the distributor but still had the same problem.
Any help would be greatly appreciated, thanks.
