Engine upgrades with real, noticable improvements?

Engine upgrades with real, noticable improvements?
I've got a 98 EX coupe with the ubiquitous 127hp semi-VTEC 1.6L.
On my '92 Si, I had an HKS air filter and muffler -- but all I got is more noise, and power improvements only on paper.
What upgrades are out there that give bang-for-the-buck, real-world noticable improvements in horsepower and torque that are 50-state legal and won't blow up the engine?? I want something more than what I have, but not for racing. No nitrous.
Chips? Larger throttle bodies? What combination of upgrades? I don't plan on ponying up for a Jackson supercharger anytime soon...

start with either an aem or injen cold air intake. you'll feel a bit better throttle response and probably pick a few torque down low.....
and then you can still use it when you swap that biatch!!!!!!

save up some money to swap. either way u need money to get power.

if u want to keep the motor here is what i would suggest..
free up restriction. and let the car breath. get an intake, get a header, get a cat, and a full exhaust. if your happy with that then stay there.
if your looking for some real power, but dont want to spend money on the boost. u can get a new cam, or just send your cam to delta and have them relobe it to your specs http://www.deltacam.com. that will give u some major difference. after that look into aftermarket internals. get new pistons/rods, upgrade your valvetrain, port your head.
heres what i know, mugen at its best only got 225hp out of that motor fully built. dont expect much more then that all motor. and thats FULLY built.
do what u can. start simple. or save up for a new motor

i would STRONGLY advise against a camshaft regrind as they are generally of lesser quality than an aftermarket cam that was built from a blank cam. you might have problems like the cam chipping or just plain having a rough idle. get a comp 59300 camshaft, thats what i am running now on stock valvetrain and there was a noticable increase in power, combine that with a camshaft sproket and that there is a pretty noticable power gain. not to mention that if you went turbo d16 its about 75lbs lighter than a b16.

turbo it , thats what im doin to mine , youll smoke gsr swapped eg's all day for less money..
