Default Engine swap engine light help

So I bought a project car a while back.
It is a 99 civic si with a swapped B16A1.

With my obd2 ecu it would throw a crankshaft position sensor code and this engine doesn't have one. Just get a new ecu and it should fix it. Simple enough, right?

Well I bought an obd1 ecu that said it should fix this code.
However, the scanners won't read this ecu now and I still get a check engine light. I don't really know what to do. I just want to get this car registered.

What scanners? How did you install the OBD1 ECU?

I just went to two shops, a sears auto center, and an oreilly's. One was an automatic scanner and the other you input it yourself and both didn't work. I used an ecu jumper conversion harness from obd2b to obd1.
EDIT: I was looking at some connectors near my ecu because I was doing some research. I saw the check connector wires next to my ecu and it only had one pin in there and there wasn't another one.

What state do you live in? What are the engine swap laws there?

I live in Oregon. I don't honestly know what the engine swap laws are here because I bought this vehicle when I was in the military still and was stationed somewhere else.

If Oregon requires your ECU to communicate with a scanner, the OBD1 ECU won't pass.

Did your test sheet state reasons for the failure? Post the sheet.

It passed the smog emissions you just can't have error codes.
I got code p1337.

I got code p1337.
The code is for the Crankshaft Speed Fluctuation (CKF) sensor not CKP. Do a search for CKF trick.

the CKF trick won't work because I am missing the wires where the pin should be to do the trick

C1, C4
C11, C14. I'll attach pictures so you can confirm this or not.

EDIT: I think I am the stupidest man alive. I thought my vehicle was obd2a when it was obd2b when I bought an obd1 ecu I even bought the wrong conversion harness the first time. How did I not think of this before? OH MY GOODNESS. I am a dumb dumb.
