Upper radiator hose hot???

Take out the thermostat and see if that fixes it, if it does then get a new one.

Leaks anywhere?

correct me if im wrong, but try checking the alternator belt. that happened on my old car (a '93 acclaim) and it is an easy fix, though a bitch to put on.

Get a new rad, I have a 92 si, did the same thing, doesn't matter if the fan is on or not, if the rad can't exchange the heat, it will not cool off.

Bigger the better if you are planning to do a GSR swap or turbo your motor. A del sol dual core would fit nicely into your civic.
