Default Emissions in UTAH.

I searched in and found a lot on emissions but i don't understand.
If your car is running too rich what is the best thing to do?
I have a b16a and it failed.
Should I retard my ignition timing?
i can get 115 octane fuel would that help?
any ideas or ways to get it to burn totally clean let me know.
I have a new cat and everything like that but the ecu is jdm too is the fuel air ratio different? when it failed before the map sensor was not hooked into the car would this effect it at all ever sense i hooked that in I dont smell the rich smel lfrom the exhaust. any ideas?

what year is it?... if the check engine light 'functionally' works (on and off when engine turns on) as far as i know, usually the jdm ecu runs rich anyway... might have to do some things like put back everything (if anything is missing) or might have to use a fpr and fine tune it that way
