EMISSIONS PROBLEM!!?
I took my car to get emissions done, I have a Brand New Cat on my car. Not more then 2 days old. 95 EG with JDM B18C Swap, DC headers with 02 Sensor and Skunk2 Exhaust.
I passed everything but the PPM Level...
NO PPM - Limit was 2400 and i got 3130
what does that mean anyone? and what can i do to fix it?

High NOx can be caused by high compression, high combustion temperatures, excess carbon buildup which in turn raises compression slightly....it can also be caused by a bad cat if all your other numbers look below avg. If you have EGR and it is diconnected or not working, you will have elevated NOx levels.
what are your other numbers, and what speed/rpm did they do the test under? Did you let the cat warm up really good before the test?

Check over some maintenance items, like plugs, wires, cap+rotor, and PCV valve. It makes it difficult that there isn't an EGR system because EGR is pretty good at reducing nox, although you could always get adjustable cam gears and ramp the cams so the exhaust stays in there and cools the combustion chamber, but i'm sure that would throw your CO and HC through the roof haha.
