Emissions for an OBD2 running OBD1 programming

Default Emissions for an OBD2 running OBD1 programming

I'm planning on purchasing a civic with a built gs-r motor that has an OBD2 computer, OBD2 wiring harness, but the wiring to the motor has been reworked for an OBD1 and I think the computer is programmed as an OBD1. Problem is that I live in metro atlanta and I HAVE to get the car inspected. Any suggestions? BTW, the programming has changed the air fuel ratio so I think I would fail the sniff test and I think that if they plug up, they'll see that the computer is registering as an OBD1.
