Low and behold, the connectors for the front and rear oxygen sensor are identical. The wiring is all bundled up on itself too. I was pulling electrical connectors for cleaning and die-electric grease when the light bulb went off. I had a wiring diagram close by and was able to figure it out almost instantly! A quit revision to which sensor was plugged into what bank of the ECM and the car ran better. I cleared the code, drove home and pulled the battery to re-set the fuel trims.
Found on another site about a civic with the same code. Could be you have them reversed?

Check your exhaust for cracks, leaks, or damage. Check hood fuse 15 (7.5A). Use a voltmeter to make sure voltage is getting from fuse 15 to the O2 sensor.

Check for an exhaust system leak. If none is obvious, replace all header/exhaust gaskets upstream of the cat.

Start off visually inspecting the entire exhaust system. Once you've done that, get the car up on jack stands, start it up, and feel for exhaust escaping from any of the gasket points.

Do not actually touch the piping it gets hot, just hover your hand near it and feel for warm air.

IIRC, 99 EM1's had a TSB for an overly sensitive ECU. I ended up replacing my ECU to make mine STFU about the O2 sensor that I repeatedly replaced.

Try a few things first:
-replace your FPR with another known good one or a new one
-check for exhaust leaks
-clean your MAP sensor hole with throttle body cleaner and a paper clip. Be careful. Do the same for the snorkel on the MAP itself also.
