EM1 ECU Question!

Default EM1 ECU Question!

Ok, so i'm dealing with the state smog ref. and as usual there being ******. I've been there twice and passed the visual inspection both times but failed the emissions just on the HC with 30ppm over max. So on the third time in some new **** (this guy has never been there) is saying the Skunk2 jumper harness i'm running isn't legal and that my P2T ecu is from Europe or some ****. So my question is can anyone else tell me if the rest of the numbers on the ecu indicate a country or some ****.

37820-P2T-A12 (From my research this is a 99-00 ecu From US)

1170-202942(Not sure what this these numbers indicate)

IPT-24(Same with these)

P.S. He only looked at it he never plugged it in.

Dumb question since I never mess with OBD2 stuff, but does the ECu have a VIN number on it anywhere?

There isn't from what i can tell. I can't find one on the the OBD2 or any of the other computers i have.
