The Elusive Quick Steer Rack for 96-00 Civic
I wish I had the solution for this as I am starting the build of a 1997 Hatch for Rally... I currently have the P/S rack and just got the Integra 9-tooth pinion to swap-in.
BUT, I came across a rally shop in Ireland specializing in Civics that is about to release a 2.2-turn lock-to-lock P/S rack: http://www.eg6ek4ep3.com/index.php
The catch is that is RHD only at this time. I just sent them a message inquiring about it. If enough of us wanted this, I am sure they could do it. How cheap? I am sure it will not be cheap...
