Electrician types: Engine bogging ~12.5v until ~2800rpm, then 14-14.6v after.. is this normal?

Yeah so, my 99 civic ex has had a bogging issue ever since i bought it.
When accellerating it is torqueless as hell until about 3000rpm, then kicks up tremendously.. almost as if it had 2 times the torque after 3000rpm. I seem to have a lot of high end power.
It is hard to take off in 1st gear also. I have GSR rims, no subs/amp, and have taken 50-100lbs off this car, and my AC pulley is disconnected. This car is all power past 3000rpm.
I have replaced rotor, distributor cap, plugs, battery terminals, cleaned all my grounds, and have a 5 month old battery. I do not have a giant exhaust or anything. And this car does not have any shorts that kill the battery.
I got a scanguage II for christmas, and looking at the voltage, before ~2800rpm under accelleration, my electrical system's voltage is 12.4-12.6 volts, then quickly kicks up to 14-14.6 volts afterwards.
During idle, voltage is at 12.5ish volts also @ ~650rpm. If i wail on the motor, and immediately idle, voltage hangs out at 14.0v for a while, then drops down to 12.5ish again.
Could this indicate a problem with my alternator or distributor?
My valves have not been adjusted in about 60k miles also.
Any ideas?

have you noticed anything like headlights dimming or your radio turning off or anything?
it sound like you need a new alt, if you go to autozone, they have a thing they can bring out to your car and test your charging system. go do that and see where you get

headlights dim slightly when bogging at low rpm. Radio can be blasting at the same time.. doesn't turn off.
I will check out autozone. i didn't know they have a tester that doesn't involve taking my alternator out. sweet.
