Default Electric power delay on stereo/cig lighter '95 del sol ?????

I have a strange semi-problem/nuisance. I notice that when I turn on the car, the (aftermarket) stereo doesn't always turn on right away, but when it does, (which can be anything from 5 seconds to 5 minutes ish) it will 99.99% of the time then stay on for the rest of the ride. I thought it might be a programmed thing into the stereo to keep it from turning on when it is too cold, but the temperature doesn't seem to matter much in the car, but what makes it more interesting is that I just fixed the cigarette lighter, which the wire had been cut, and it apparently is running off the same power source, because I started driving this morning and noticed that neither the stereo or the cig lighter were working, but then a few minutes later they both turned on at the same time (I knew because I had an ipod charger plugged into the cig lighter at the time that has a light indicator on it) Is this something that is part of the car? or is it part of the aftermarket stereo and how they wired it? Is there some relay switch that tells the car when to send power to the stereo and cig lighter? any help would be appreciated because I don't like waiting to get power to the stereo or the cig lighter unless its a necessary precaution or something. not a big deal, but a nuisance that I would like to resolve if there is no need for it. check for any loose contections. The cig and radio run off the same fuse.

The first place to look would be the fuse box. Make sure that the fuse is tight in the block a lot of times people tap off the that fuse and the fuse tap loosens the connetion in the box. To answer the other question there is no delay in these cars the radio and cig lighter should turn on when the ign is turned to the number II pos.
