electric cord from the block?

electric cord from the block?
92 civic si from ? .. came equiped with daytime running lights never came equiped with a/c. and cluster that reads 140mph small lettering and 220 large.. Just recently notice this electric cord plug thats hooked up to the front side of the block (cyl 4) behind the header where on all motors that i knoe off has a plug on it.... took some pics of it but was wondering if anyone have any idea what it might be used for... looks just like a electric cord that fits into the electrical outlet has 3 prongs.......

cars in the frozen north can be had with it i guess....it is most likely a block heater like said previously. Just plug it in and see. I wish i had one....
