he doesn't mean "swap." like he stated, he wants to know if it'll pass smog and get a bar sticker.
and to address your question, go to k20a.org to find more info. i have heard of it being passable, but it'll require much more funding in order for you to get someone to do the swap and make it pass.

You could pass with an aftermarket mount kit, thats how people with CRX's pass with B series.
Anyway to answer your question, no you cant pass the ref with a k20.... yet! Maybe sometime later someone will find out how but for the time being now.
K20's use a hoseless evap. system for the FPR. I dont remember exactly what it was, but there was a big thread about it a good while ago saying why and that was one of the main reasons. Then theres also wiring, ecu, etc. etc.
You could pass with an aftermarket mount kit, thats how people with CRX's pass with B series.
