Today I decided to get the car inspected. Failed it epically haha
I suggestions to lower the hc ppm. It's a

I'll try to get hold of a p72 but how s it different from p28.cant u just chip the p28 to ITR spec it'll cost less than buying a p72. Yeah it gotta test pipe

Can you? Sure. Should you, if you want to properly solve your problem? Not really, no. Would using a P28 correctly be cheaper than finding the correct ECU? Hell no. A "basemap" is made to get your car to a tuner. Not drive around, not go for emissions testing, not go on vacation with. Drive to the tuner, period. I promise you, you'll find a P72 cheaper than the cost of chipping and tuning.

Imma put a converter on it and check the ignition timing and try again. If that doesn't work out ill but a p72 instead of the p28

Just because you fail to understand the link between an exhaust leak and running rich, doesn't mean it isn't a problem. A new cat will quickly be destroyed if you don't first fix the leak.
If your P28 ECU has the proper chip/basemap for your engine, then your ECU would be fine.
