I appreciate the help ron I really do thank you man so I tried that just now and the fuel pump primes as long as i have it grounded

The test result tells you the problem is on the ECU side and that the main relay side is fine.
The ECU is probably bad. Do you have a known good one to swap in for testing purposes?

no i only have the 2 ecus my p28 hondata and my p28 that hasa chip for my car both i currently brought inside for the night because its foggy outside high humidity so wanna see if that's an issue but when i cleaned thermostat ground the pump primed but that's was it turned the key off and back on and nothing

first was the chipped one then i cleaned the ground again and tried the hondata they both primed but nothing else

do you know anything about hondata in an ecu Ron?
I have s300 v3 when it has power the ecu activates Bluetooth and my phone can connect to it
currently when in the car you turn the key the fuel pump primed and I was able to connect threw via Bluetooth
but then when I turned it of and tried again nothing like the ecu wasn't getting power
so now I have the ecu in my hand plugged into my laptop as im typing to you and it connected threw Bluetooth
this has me to belive that the problem isn't my main relay or my ecu I belive somewhere in my harness its not giving the ecu power for some reason and the ecu not getting power is not sending its signal to the main relay for fuel to prime or spark to be given I have a lot of money and blood sweat and tears in this car and I just want to drive it without feeling that its going to just shut off on me or something I just wanna drive

There are 4 ECU pins you can test.
Unplug ECU connectors A and B.
With key OFF, test for continuity to body ground at ECU connector pins A26 and B2.
With the key in ON(II), measure voltage to body ground at ECU connector pins A25 and B1.
Post the results.
Unplug ECU connectors A and B.
With key OFF, test for continuity to body ground at ECU connector pins A26 and B2.
With the key in ON(II), measure voltage to body ground at ECU connector pins A25 and B1.

ok so to test body ground im going to connect a wire to the thermostat groundwires and then touch that wire to one end of my tester and the other end to the pins you metioned on the other end???

Use a multimeter set to measure continuity or resistance (Ohms). Touch one probe to a connector pin and other probe to the metal frame under the dash.

B1 and A25 are DC voltage to body ground measurements, which should be no more than a volt below battery voltage.
B2 and A26 are Ohm measurements, testing resistance between each pin and body ground (metal frame under dash).

when I have the tester in the position you have the arrow at I put the red prong in the clip touching pin b2 and the other prong touching ground under dash even used my ebrake metal and the tester read 1 or a .1 and same when I read a26 but when I touch both prongs together I get 004
