eff, car didnt pass smog, timing was off, any clues?
Was told that the car had its timing set to 11-12 btc, requirements are 16+-2.
The car is fully maxed out on the distributor to advance the timing.
What is up? timing belt off a tooth?
The belt was done by honda 20k ago. I just picked up the car.

I checked the timing belt and its perfectly aligned. Not sure were to go from here. What else would cause the timing to be off?

did you jump the service connector when setting the timing?
was the engine at full operating temp with no loads (no radio, lights, radiator fan)
is your timing light a piece of junk, or quality?
thats where i would start.
i had an issue with my last hatch similar to yours. no matter what timing light i used, what temp, or anything the timing could not be set
i would check it and have to advance the dizzy all the way. then i would recheck it after a couple mins and would have to move it back to center.
i thnk it was a dizzy problem with mine tho.

it has a brand new dizzy from honda, honda belt(honda did the tb job) the tech did not jumper the connector when he smoged the car. Im thinking it migh be his light thats crap. I need to go get a light and try myself, someone stole mine a few months ago when they broke into my garage

lol the smog guys light is crap huh?? i kinda doubt that would be the case...get one yourself and check would definitely be a good starting point.

you said you have a new dizzy, is it honda OEM? new as in brand new, or used as in new to you?

slam it to the ground and tell the emisions people it wont go over the rollers and you have a very expensive front bumper! done it 2 times and it always works.

i checked the timing while i was at the smog place with their gun, it was obviously off. Checking later with my gun.
So say with my timing gun its also bad, where do i go from here? what else would cause the timing to be this far off? belt is perfectly lined up.

you have to advance the dizzy all the way just to get 13 BTDC?
are you sure that new dizzy you got is the correct one?
i guess you could notch the holes to move it a little further, but it shouldnt require that

Would a new cap/rotor help? I'm running out of ideas why the timing would be that off

i dont know what would cause the timing to do that, as i said, i never found the problem with my d series motor that made the timing so hard to set.
sometimes it would take all the way advanced to make it 16btdc, then i could recheck it 20 min later and have to retard it back to the middle to make it 16btdc. it would changed all the time. i was pretty sure it was in the dizzy, just dont know what would cause it.
i think your best bet, if possible, is to try to source another dizzy to try, maybe a friend could let you install theirs to test with.
even tho that dizzy is new, it could mean it has a bad component
