ECU won't do diagnostics?????

ECU won't do diagnostics?????
Here's the deal.
97 civic hatch, D16Y7. Took my car in to get a clutch put in. Got my car back and they broke the speed sensor (idiots). Now the CEL keeps coming on. I assume it is the speed sensor BUT... When I try and pull the code from my ECU it will not go into the diagnostics and flash the codes at me.
I jumped the correct connector. (little blue one) when i turn the key to power up the accesories the CEL stays solid or it will be solid then just shut off. It will not even flash the "Entering diagnostic mode" flashes.
I have made sure the connections are good when jumping the connector. Please help I want to be able to know for sure it is the speed sensor.

No the CEL is off when I turn off the car. The CEL will come back on after a little bit of drivin though.
