Default ECU Problem

I got this new ECU but the CEL is not going on.

I tired my older ECU the CEL Goes on and off.

I was wondering if there is a way to fix it..I know it not my wiring because I tired this ECU on another car same thing..with the ECU Plugged in the CEL doesn't go on..but the car starts.

Is the ECU Defective? Because the car starts..I didn't test drive with this ecu yet..

96 Civic with Type R ECU.

I saw a burnt resistor..on the motherboard. Need to get that replaced and see if the CEL works..

What exactly in your car warrants a Type R ECU, rather than a stock ECU?

I am trying a USDM ecu..which I bought and that ecu which I bought the CEL is not working..I have a JDM Type R Swap. So I thought I might have a dead ecu..which I kinda do..need to get it repaired. Anyone have any links where I can send it in to get it repaired. It is obvious the guy sold me a messed up ecu..I just saw a burnt resistor. Blah!
