Default ECU Fuse Problem

My friend is having a problem with his back up fuse for the ECU. Every time he try to start the car the 7.5 amp fuse pop. My friends and I ran out of idea what could be causing the fuse to pop. We regrounded the transmission ground. We evenly cut all the stereo wires so there are no wires are touching. We double check the ignition wiring under the dash. Also, we check the main fuse box next to the battery, which it appeared to free of open wires and tie down securely. Oh, information about the car:

95 civc vx
95 gsr swap with 95 gsr wiring harness

Mod:
common 3 bolt ons (i/e/h)

Thanks for your help....
