Default e-brake adjusting

Have an 1994 coupe and need to know how to tighten the tension on the e-brake

remove the e-brake cover/armrest and you will see 2 nuts. tighten them.

should take 6-9 clicks for e-brake to be fully engaged.

i tried adjusting mine , but the screw wont tighten.....
