Drove car with barely any gas, things went downhill.
OK
1. Drove car with VERY LITTLE gas to gas station.. before I got there the car chugged as if it wasn't getting fuel.. check engine light came on. When you press on gas it just DIDNT respond properly..
2. Put in some injector cleaner, MAY have made a difference.. maybe
3. Over time like maybe 1.5 weeks the problem was resolved.. never to return.. UNTIL
4. WHENEVER its rainy or drizzly.. or im driving on soaking wet pavement there is a GOOD CHANCE this problem will reappear. The damn car will decide to chug again.. as if its not getting fuel properly.. check engine light again. Once the car gets above 4000 RPM's it usually behaves normally until the next gear.
THIS PROBLEM is not a problem on nice dry days, hot or cold.. dry is fine. WET, its all over. anyway.. and ideas?

If it's doing it when it's wet I would guess distributor, but I'm not too sure if you state it's done it before when you were low on gas.

maybe the wet weather is just a random. maybe when you let your gas get so low you sucked up some **** from the bottom of the gas tank? it may be comletely wrong, but i'd check my fuel filter first. it's a cheap and easy fix.

if it only does it in wet weather, lets see do you have a cold air intake. cause it could be sucking up water. and it could not be anything to do with fuel.

the only way he's sucking up water is if he's driving through deep puddles. rain is not going to get sucked all the way up your intake tube. it's a long way to travel. also i believe that if you do get water in your motor that the problem wouldn't go away and come back. just my 2 cents
