First of all, you shouldn't be messing with wires, if you don't have a multimeter/test light or some sort of volt/ammeter. But anyways, If all your fuses are good, do some searching and find out which fuse/s control your fuel pump, then find out if they are getting power when the key is turned to the ON position, if you are getting power, check for power again at the fuel pump. If you get power to the fuel pump, then is something wrong with the pump. If not, their is some sort of break in the circut between the pump and the fuse panel. You just have to trace it. It will not jump out at you and say here I am. Good Luck, let us know what you find!

It's a civic, any civic is a high theft target.

Any Honda Civic is a high theft target! Have you not seen all the stolen car threads recently?! Besides that is completely irrelevant to what he is asking.

Re: (raphael)
I still tend to think that it's fuse/relay problem. I mean it works before you cut it, you play with wires, and now it doesn't. Check every single fuse, even the ones in the under-hood fuse box.
