This is a line by line list of what is legal and what is not. After many years of being harrassed for so called "illegal" exhaust, you will notice that it is not. It is devided into 3 categories.
Replacement parts, Exempt Add-on parts, and race only parts. Ther is even a clause under "replacement parts" where u will notince things like, cams, intake manifolds, etc but interestingly enuff:
Japanese Replacement Engines
Used engines imported from Japan can be used as replacement engines as long as the engine being used has been identified as functionally identical to the original engine. Please refer to the engine importers catalogue to determine if a replacement engine is legal for installation in your vehicle.
If you search enough you will find that exhausts are NOT illegal:
Just follow the list and you can see if your exhaust fits the regulation. It is actually funny how many parts do NOT need CARB numbers and how many parts are LEGAL to have

Good info. With the way smog is in Georgia now, I bet we'll get some smog ***** ruling the roads pretty soon. Not like it's going to help or anything.
