Default Does the car have to be moving for vtec activation?

I'm trying to diagnose why my VTEC isnt working, and why the engine isnt throwing any codes, and I have a car lift and its a lot easier to try stuff when I dont have to take it out of the garage every time I want to rev.

Should Vtec engage if the car is in gear and just reving on a lift? or can it somehow sense if the car is moving or not?

I think that obd1 wants 15 mph (and a few other interlocks like temp, thursday...) - I don't know about the others.
