Default Does Amperage matter in starting power?

I need some help with any electrical gurus. . . . . . . I'm having starter problems. There are 2 terminals, B & S. B is the one straight to the battery and S is the ignition switch. Everytime I try to start the car, it only clicks. However, if I run a wire from the S terminal straight to the battery, I could start the car. So I believe there in lies the problem. I connected a volt meter to the ignition wire and whenever I turn the key, I get 12.55 volts, same reading as my battery. I then switch my meter to (A) and compared my reading straight off my battery versus the ignition wire. The battery read 3.9x and the ignition wire read 3.6x.

Now my question is, does the .3 difference the root of my starting problems?

Thanks!
