A few months ago i broke the block on my 95 civic ex so i put the d15b7 block under it because i had it laying around, my question is do i lose power by having the d15 block under my d16 head?

maybe a smidge. doubt if you'll notice an appreciable difference though.

Could be about the same or better, the D16z6 head had a smaller chamber volume and better if you use the D16z6 head gasket ( metal ) because it is only about 0.50mm thick versus the D15b7 head gasket ( conventional not metal ) 1.9mm.

With the D16z6 head gasket you can achive about 10:30 C.R. With the D16z6 ECU and the V-tec valve working properly you have like a D15b Vtec (Japan) with more C.R.
