No, on drilled/slotted rotors there is simplyless friction surface then a blank rotor. So your stopping distance will be less.

Rotors have little to no effect on the ebrake, and the only difference is in the thickness of the rotor, but it's not an issue as long as the pads and rotors are both within spec thickness.

Have you ever ridden in a car with no rear brakes? My friend put a new rear end in his AE86 and didn't have the rear disc brakes hooked up for a little while. That car sucked at braking. Rear brakes make a big difference.

As a matter of fact, drum brakes make the best type of e-brake - hence the reason that several modern cars with 4-wheel discs utilize a separate drum setup just for the e-brake.
