I dont even understade how a coolong plate works or why it even cools anything. If I can et a good explenation of how its suposed to work I have sheetmetal I can fab one up no problem

exactly, how many cars have never had a problem cooling without this plate. I doubt that if you were to have a cooling problem that just the addition of this plate will make all the difference.
Its just bling.

yea im thinking BS too, air doesnt go over the top of the radiator after all the hood is right there..
I think its more "bling" then function.

But the hood doesnt sit right on top of the radiator. It is an effective piece.
Example. My engine bay:
When I removed the grille/radiator shroud, when summer hit, my car ran a little warmer than normal.
