Yes.
There are 2 ways:
Step 1. Remove climate control
Step 2. change both bulbs to amber
OR
Step 1. Search for thread covering this
Step 2. Follow steps listed above.
EDIT: I got beaten to it.

best oem amber results would to use the orange condom sold at honda parts department, you gotta buy the ones with the neo-wedge bulps from the 99up SI..

i did mine painted in my climate control just for fun bc im getting a new one anyways..it actually came out pretty good.. i used Testors model paint in signal transparent amber orange.. not bad...and my cluster i did with just ambers and looks good IMO.. but i did this ghetto fab just for fun..
