Ok guys, will a d16y8 head fit on a D15b7 block? i need to know, Another thing, I wanna know, A GOOD cheap Lowering kit.

Yes. Research before you post simple questions. The FAQ sections has nice writeups that will help you a lot. There is no such thing as "Cheap" and "Good". The more you pay, the higher the quality is going to be.
