When you bought it, what car did it come off of? I bought a neuspeed lower tie bar that was on a DC and it fit onto my EG.

If it came off a 94-01 integra or 92-95 civic then it should fit no problems. Its sounds to me like u got ripped and the dude sold u one that fits a 96-00 civic. The 96-00 civic braces are several inches shorter than the ones for the 92-95's.

Tie bars are very simple to install, if you're having that hard of a time, maybe it is for another car.
