with the Si Temperature controls from a 98-00 fit in a 96-00 dash... If now, what would it take or What are the Difference...

I think your only problem will be the fact a 96-98 civic may have a cable controlled temp control, I'm not sure on that fact. I have a control units for a jdm eg, and also for civic si, neither use a cable control for the temp.

can u convert the cable control to the 99-00 controls (the elctronic control) or do u have to change the whole heater core, or maybe just some wires??????

As far as I know you have to replace the whole shebang, but I've never done it before. I have the jdm climate control unit in my eg, and didn't see any way to convert, so I just reach under the dash and pull the lever if I really have to change the temp. I usually just elave it hot or cold and drive with the windows open the rest of the time...
I'm sure there is just one or two parts of the hvac that you would have to replace but I know nothing about it, Might be able to get the whole thing from a junker for cheap, I dunno. Maybe someone with a honda manual and part book could shed some light...
