A D16 turbo would be more cost effective and faster...unless you're planning to turbo the B16.
I assume you're the same guy posting on TexasRacingScenecom...remember Eric went low 14s on a turbo D16 in a hatch on street radials, versus probably running low 15s high 14s with a B16.
i'm wile e coyote on TRS, btw

so if i were to chose to get the d16z6 with turbo, i should be running mid to low 14's. i could still do other things to get it in the 13's correct? maybe a cam or something like that. i'm just not sure of what kind of set-up to go with. if i can get in the low low 14's or high 13's, i will be satisfied.

If that's what you want then go with the turbo. But, your goals will change, the swap will give you more potential if you plan to stay in this hobby for a while or have a fat load of cash on you.

IMO, turbo D16 all the way. I own a B20 and my brother has a D16Z turbo, they both were about the same price(BTW,he has a huge intercooler and BOV), but he has such a good stepping stone to go faster from. His car has ***** with 5psi and 13degree timing...when we get the psi up to 7-8 and the timing back up it will be faster than mine...then hondata, 310's, 3" exhaust, cam...plus, if you blow up a D series..WHO CARES!!! they're cheap! I will eventually be turboing my B20, but by that time my brother may have saved up enough to build up a D16 block to run more boost...there is no way I would ever pay to put a 1.6 in place of a 1.6... go for more displacement or a turbo. You don't have to rev the **** out of it, and torque just feels so good.

b16a swap. if your gonna waste money, do it right. get a better motor to build upon, youll be happy you did it in the end.
