d16z6 motor revs up to about 4000 rpm and motor gets extremely loud
car is a 89' civic hatch and motor is a 93 d16z6 with a stock p28 ecu. my car drives, but it doesn't rev like it should, the car would rev up slowly as i'm taking off and after about 3000 rpm the motor would get really loud and i would let off at 4000 rpm because i don't want to break anything. it takes off slower than the stock d15 dpfi motor also doesn't throw any codes. i could drive in all gears but gets really loud. i changed the plugs, wires, cap, rotor, and oil but didn't help the problem. don't know what is wrong, i'm going to change the fuel filter tommorrow.

You should look into the cam timing, and ignition timing also.
And your valve lash.

i redid the timing belt. it was waaayy off, when i turned the crank to tdc, the tdc mark on the cam gear was pointing to the top right, instead of the mark on the bottom left so i redid the belt. retensioned about 7 times but cant get the tdc on the cam and crank to match. when i had the cam at tdc, the crank was to the left of the tdc mark about half a centimeter so i left it like that for now and while i had the valve cover open, i decided to adjust the valves. the valves were also tightened down out of specs, pretty much almost all the way down. then when i started her up, i hear my damn valves tapping. it wasn't tapping at all before i turned the car off, let it cool and redid the valves again. tightened it down to the smallest spec specified in the service manual. started her up and valves still tap. the car now revs fine, except for the tapping valves. i'm trying to get my hands on a compression tester so i could see if my valves could be bent or leaking somewhere since the timing was so much off.

How bad is the tapping? D series usually make a bit of valve noise , especially if you were used to having no noise since they were tightened down quite a bit. I would definely do a compression test and leak down on it and see where your at. I have had a timing belt slip a few teeth and still be okay but it would be nice to know. Also, take the timing belt off and just go off of where the cam should be just make sure the motor is set so all of the pistons are in the center of their strokes. Some of the reasons why you are having problems lining up the belt and everything could be a bad belt , if the belt has been stretched out the alignment marks will be off a bit

never thought about the belt being stretched the valves tap pretty loud. could slightly hear it when i sit in the car, and gets louder when i accelerate. still didnt get a hold of a compression tester yet either. i'll see where the motor is at then i'll decide to grab a new belt
