Default D16z6 in 95 coupe horrible MPG

So I just picked up a 95 EX coupe knowing it had a few issues. It has the infamous loping idle and it steadys out some with the MAP sensor unplugged, but sometimes will lope for a few seconds and stop. I tried a new MAP sensor with no luck. Also it has been getting 10.6 MPG by my last count without me beating on it and driving and shifting at 3200 at the highest. Also a goofy problem is it will not start when the nose in up when parked on a hill. I read about cleaning the IAC but I was wondering if it could be anything else. This is the only honda coupe I have seen rust free and female owned.

Change your oil,
Shift at 2500
In the city shift 1 3 5
Change your fuel filter
Dont hit vtec.

I am having mpg issues too, but on a different case, with a freshly built motor.

Typically to improve gas mileage I do the following..

Change oil
Oil filter
Spark plugs
Spark plug wires
Air filter
Fuel filter
Distributor cap and rotor
Clean iacv
Clean pcv
Check mechanical timing and then ignition timing place them to OEM spec
Inflate tires to about 30-32psi
Try to reduce weight, throw unnessasory things out
Better explain your driving habbits and highway/city comparison

You need to check for fuel leaks, any raw fuel smell under the hood?
What octane fuel are you running?

Is the car burning oil/burning coolant?

I have cleaned the IAC, but it looked pretty new, still loping. I am going to try the FITV tonight but I doubt it will work. I know it's the loping causing the bad fuel mileage. It idles around 2k and jumps from 1200 to 2200 just sitting. I can feel it accelerating with no throttle. I drive like a grandpa on a sunday drive. I don't hit v tech i shift low rpm and don't brake hard. The previous owner said the engine was recently rebuilt but it looks to be a shotty job. I am at a loss on this car.

I'm sorry I should have included this in my previous post, you may also want new O2 sensors.

For the bad idle, check for vacuum leaks

Put different plugs and wires in, re-cleaned IAC and FITV, still loping. I couldn't find any vacuum leaks. This car doesn't want to run right and I'm about to part it out.

And have you tried bleeding the cooing system?

So I drained the coolant, opened the bleeder, and refilled coolant. Tried a different IAC, now it will only start when I unplug the vac hose going to the canister from that little sensor on the drivers side of the intake manifold. Could the cannister be an issue? I feel like it's vacuum related but not sure how to approach it from here.
