D16y8 timing belt question
I recently purchased a 1997 civic with the stock d16y8. The guy I bought it from said he had a oil leak and thought it was coming from the oil pump so he and a "experienced mechanic" took the timing belt off and water pump and oil pump, well when putting everything back together they tightened the tension to tight so now it wines and makes nosies cause the belt is to tight. My question is, is their a way I can redo everything and loosen the tensioner and make it work properly again or will I need to go ahead and replace the tensioner? I don't mind spending the money on a tensioner but if it still works properly I'd rather use the same one. Is the tensioner gone or can this issue be solved by redoing the process all over again with the same tensioner?

i got a loud whine or whurr sound(like it's supercharged) on my 97 ex, i'm not comfortable messing with timing stuff, about how much should i expect to pay to get the timing belt adjusted?? any help is appreciated
