Default D16Y8, problem getting it started, help confused

I recently purchased a 2000 rebuilt D16Y8 motor from an individual, to put into my 1996 honda civic EX. Swap went good, everything connected how it was supposed to untill it came time to crank it.

Problem is this, motor turns over but does not crank.

Here is what I know is NOT wrong.

I know there is spark.
I know there is fuel
I know that the firing order is right.
I know it is timed up right.

So whats left?
Compression??

First time I checked compression I got a solid reading af 130psi on the first cylinder, it was late so I did that check and went to sleep.

the very next day I proceeded to check the compression of the rest of the cylinders and I got a weak 60psi maximum across the board. INCLUDING the #1 cylinder which checked out fine the day before!

WTF?!?

I spent 450 bucks on this motor thinking I got a nice rebuilt block.

I checked to see what was up so I poured some oil in the cylinders did a compression check, and it went up. What does this mean? That there is a problem with the piston rings, my guess is that who ever rebuilt this block did not bore out the cylinder to compensate for the new rings.

Well that still leaves me broke and with no car.

My question to yall, is wtf do I do now???
Is there anyway I can get this thing started?
Is there anyway I can correct this problem with out buying another motor?
Please any help would be appreciated, any advice would mean alot to me.
Thanks for reading my post.

Your saying the starter is not spinning the engine. But you know the engine rotates by hand.
Saying the motor turns over, but does not crank doesn't make sense. Unless the starter is not cranking the engine.

Do you mean the starter cranks the engine but it won't fire?

Yet you know the plugs are firing and the fuel is getting to the cylinders.

Unless you have zero compression it should fire up.

Your sure the disturbitor is working correctly. I have left the rotor out one time.

Are you sure you have a sensors pluged in "correctly", is the O2 sensor in the pipe?

Yes the starter is spinning the motor it just will not fire.
I am pretty sure its not the distributor, I have spark across all four wires, in this order 1-3-4-2

Here is the thing though, the distributor came off a 1996 D17Y8 the motor in question is a 2000 D16Y8, everything plugged up on the dot expect the distributor, the three brackets where the bolts that hold the distributor on did not have enough clearance on this particular motor. Had to drill them a little bit to get the bolts to go through, but its the same engine model, the distributor should be about the same.

The thing about it though I had a EG me and my buddies were working on, I am the novice in the group, but the rest of them are no experts, we had the firing order wrong and when you spin the starter you can almost tell that the motor kinda 'wants' to start.

This motor just spins freely with no hesitation.

Best way to describe it is, it spins just like a good motor would with out a spark, all it does it spin. It doesnt even sound like its catching a combustion.

Try posting this question on http://www.turboD16.com I think I read the other day where someone there was having the same type issue.

I'm not good with all this OBD1 and OBD2 and OBD?

Sounds to me like it's the 1996 not talking to the 2000.

I think I figured out the problem.

Keep these things in mind.

I am trying to use a 2000 D16Y8 with a 1996 ECU, Wiring harness, and Distributor.
I think thats where my problem is.

What can I do to get around that?
