D16y7 low idle

I have a 97 civic hatchback with a d16y7. My girlfriend bought it last year. It has around 200k on the original motor. The motor burns a good deal, it seems pretty tired. After a CEL showing random misfire in two cylinders, she took it to the mechanic. He changed the plug wires. After he changed the wires, she complained about a low idle after the car heats up, at times stalling while in neutral. When I got the car, I did a tune up (changed the air filter, spark plugs, cap and rotor, the wires were two months old so I left 'em). However, the car feels slightly sluggish still, and it almost always idles low (like 500-700 rpm) after warming up. It has very little pickup on the The idle will fluctuate a little as well, sometimes returning to normal and sometimes continuing around 500-700 rpm. I have not had it stall out in neutral yet, but it shakes like it's idling really low (cause it is, surprising? lol).
So my questions are thus:
1) What should my next step be for chasing down this low idle? Someone told me IACV in conversation. Could someone point me to the IACV on the d16y7? I google and looked, but could not find it.
2) The other day I turn the car off with it in 2nd gear. When I took my foot off the brake, the car slowly rolled back a few inches and stopped, then rolled back again and stopped. Then I put my foot on the brake to stop it. Is this a result of the rings being worn out? Clearly the motor is not supposed to turn when the car is off, so what could cause this?
Any help would be much appreciated. Thank you!

Are any CEL codes currently thrown?
How many miles ago did you do the tune up? How long ago did the mechanic replace the plug wires?
Has the ignition timing been set to spec?
Have you tried cleaning the IACV?

Ok I'm sorry for the late response. This is the busiest week out of the year for my company.
So it threw a CEL again a couple of days ago on my way home from work so I parked it and took my EF the last few days. I checked the CEL out this afternoon, I got codes 71 and 72, random misfires in cylinders one and two.
The first time we got a CEL since my girlfriend bought it las July was in March. It was also two random misfires. She took it to the mechanic and he said it was the wires. He replaced them in late March. The car has not even been driven 3000 miles since then.
I got the second CEL a month ago. A friend told me to do a tune up so I replaced the plugs, cap rotor and air filter. I reset the light, and drove it maybe 50 miles total since then.
I will try cleaning the IACV next. As well as check to make sure the timing is set properly. Should I reset the ECU again see if it throws another code after that?

I have not replaced the fuel filter either. I will add that to the list of things I will do. I am not sure if I will get a chance tomorrow, as it seems my company has a lot of work for me, but I will get to it this week and report back results.
Last time the CEL was also codes 71 and 72.

Okay so update, sorry it took so long:
I replaced the fuel filter, cleaned the iacv and started it up today. Drove about ten miles no CEL, but it still felt sluggish... So I decided to compression test it. Here are the numbers:
170 160 75 160
So I think this may be the problem... Lol
My guess is that I should do a leakdown test next, or should I go ahead and pull the head and check for headgasket/ valves?
